MW2 Tar-21 versus Scar-H and M4A1 versus ACR?

i am in a dilemma trying to find the better weapon. my main weapon(s) in MW2 are the tar-21 and the scar. i use these weapons as mid range ault primarily occasionally reaching to short or long distances. i use them silenced with scavenger pro stopping power pro and ninja pro which weapon would better be used for this kind type of shooting. i don't want opinions i want facts taking statistics like accuracy and fire rate into factor. with the ACR and m4 i use the same perks but with red dot and medium to long range which is better taking in accuracy and fire rate. thanks for the help
