IP address hacked.....please help?

her ip is merely an address igned by a provider. the virus infested itself at the application level and is reading whats going on in the computer and reporting back to it's maker. Nothing really has anything to do with her IP address except that internet traffic is sent to and from it. I think she should run malwarebytes in safe mode and make sure the computer is completely clean, then have a friend download the latest firefox, and or Microsoft Internet Explorer to a Flash-drive and bring it to the affected machine and reinstall it after the threat has been eradicated.
