Should there be a law against fireworks being used so randomly?

I'm not a killjoy and have no qualms about fireworks being used for celebratory purposes. It is the fact that "kids" feel the need to use them as early as a month before and a month after bonfire night, including all times in between. It doesn't bother me but my dog is a shivering wreck at the moment and I don't know what to do to calm him down. I know many other people have pets that are as scared as mine so why can't we have a law restricting the use of fireworks at inappropriate times?
